Position Overview

Performs and manages the day-to-day operations and management of all County grants.  This position research, develop, and implement grant projects that are in compliance with the funding organization’s requirements and guidelines.   Responsible for maintaining current knowledge of programmatic and operational guidelines for community development projects in such areas as rural public transportation, recreation, and infrastructure development. Responsible for the financial management of grant-related projects.  Prepares project scope of work and narratives including goals, objectives, and evaluation criteria directly related to grant funding opportunities for Madison County.   Prepares budgets to specifications.   Work requires initiative and independent judgment.

Essential Duties and Responsibilities

  • Coordinates all grant-related activities with County elected officials, Department Heads, and other officials, including compliance with all requirements, guidelines, laws, rules, regulations, standards, and policies as required. 
  • Responsible for the development of project scope of work, goals, and objectives, and intended final product. 
  • Conducts ongoing research to identify grant and funding opportunities and promote the interests of Madison County.
  • Manages and oversees the development of grant funding applications for Madison County to secure grant funding for projects including ongoing opportunity research, application completion, submission, and lifecycle management. 
  • Identifies matching fund opportunities and secures funding when required. 
  • Compiles all required documentation including the scope of work, financial reports, letters of support,
  • Coordinates grant award approvals and/or Resolutions with the County Commission.
  • Provides financial management and oversight for the administration of Madison County grant funds, including grant budgets, grant expenses, and monthly grant reporting to ensure compliance.  
  • Prepares required documentation and reports to awarding agency(ies) in accordance with grant requirements.
  • In consultation with the Chief Financial Director and/or Assistant Finance Director, conducts quarterly mock audits on all current grants awarded to Madison County to identify and/or correct compliance standards and practices.
  • Assists Chairman, County Commission, and Department Heads in performing short and long-range planning, goals, and objectives specific to grant funding opportunities. 
  • Advises and makes recommendations for Department grant opportunities via forecasting and grant lifecycle management.
  • Develops and manages grant administration and management policies and procedures to include grant opportunity identification process, assessment, and review. Prepare grant application pre-assessment summary for each grant opportunity to include projected cost, match requirements, award considerations, staffing requirements, and grant management plan.
  • Develops and manages a Madison County grant database using the Madison County intranet to actively track and provide grant summary snapshots of all active grant applications.
  • In coordination with the Madison County Attorney, processes all grant agreements, contracts, and other related documents.
  • Manages and maintains a comprehensive knowledge set of all current and applicable laws, regulations, and policies for grant administration and management.
  • Provide quarterly review to the County Commission.

Education, Experience, and Qualifications

Education and Experience

  • Graduation from an accredited four-year college or university or equivalent experience in professional-level work in state and/or federal grant management. 
  • Bachelor’s Degree in Business Administration or Public Administration is preferred.
  • At least three (3) years of direct grant writing, management, and administration in public grant administration, preferably in local government.
Knowledge, Skill, and Ability
  • Considerable knowledge of management procedures and supervisory skills.
  • Knowledge of project development and implementation.
  • Verbal communication skills to make public presentations.
  • Writing skills to write project proposals and closeout reports and letters; math skills to handle budget development and administration; reading skills to understand government regulations and funding resources.
  • Ability to prioritize and manage work.
  • Ability to establish and maintain effective working relationships with associates, public officials, representatives of other agencies, and the general public.

  • Must be able to communicate effectively.
  • The person in this position frequently communicates in person and on the telephone.
  • Needs to be able to operate office product machinery, such as a calculator, copy machine, and computer printer.
Certifications or Licenses Required
  • Valid driver’s license.
Work Schedule 
  • 8:00 a.m. - 5:00 p.m.
  • Monday - Friday
