MINIMUM QUALIFICATIONS:
„h Bachelorˇ¦s Degree or higher in Civil Engineering or related field
„h Five (5) years or more of civil engineering experience to include heavy construction and project
management
„h Current State of Alabama Professional Engineering License
„h Possession of a valid driver's license and ability to obtain/maintain a City of Hoover Driver's Permit
EXAMPLES OF DUTIES:
„h Reviews engineering plans and specifications on storm drainage, sanitary sewer, and pumping
stations, site grading, and roadway design;
„h Makes recommendations to the City Engineer regarding design approvals based upon compliance
with City regulations;
„h Consults with engineers on design requirements and/or changes for submitted designs;
„h Coordinates and/or performs the design of wastewater facilities and rehabilitation projects as
required;
„h Generates engineering reports from field data, analyzing system problems, and makes
recommendations accordingly;
„h Writes and administers contracts for construction improvements of the Cityˇ¦s Wastewater System;
„h Reviews and approves Contractorsˇ¦ qualifications;
„h Prepares the Cityˇ¦s Wastewater System budget;
„h Supervises the operation and maintenance of the Cityˇ¦s Riverchase and Inverness Wastewater
Treatment Plants to ensure compliance with the Operatorˇ¦s Contract;
„h Reviews, discharges, and monitors reports to ensure compliance with the Alabama Department of
Environmental Management permit requirements;
„h Performs cost analyses and approves all invoices for materials and/or services to be provided;
„h Supervises the operation and maintenance of wastewater pumping stations to ensure compliance
with the Operatorˇ¦s Contract and ADEM regulations;
„h Ensures the efficient and effective operation of wastewater pumping stations, including analyzing
and validating materials and service costs, reviewing bi-weekly pump station reports, advising
Operators of any requisite corrective action, and monitoring the Operatorˇ¦s performance in taking
corrective actions as necessary;
„h Inspects all construction of new wastewater facilities and/or upgrading of existing wastewater
facilities to ensure structural integrity and public safety;
„h Reports bridge inspection findings to the Department of Transportation;
„h Provides the Cityˇ¦s Buildings Inspection Department with advice concerning the construction of
engineering projects;
„h Performs as the Cityˇ¦s representative in interactions with the ADEM, including all written correspondence, verbal communications, preparation of engineering reports, permit compliance documents, responses to existing consent decrees, and all other related environmental concerns;
„h Provides advice to City officials for civil engineering projects either proposed or ongoing, along with construction estimates;
„h Meets with local contractors to obtain professional advice for cost reduction of construction based on improved design recommendations;
„h Addresses residentsˇ¦ concerns or problems and takes appropriate action to ensure an immediate resolution, including meeting with residents regarding storm drainage and sewer problems, inspecting sites to assess areas of concern, and taking any necessary corrective actions,
„h Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
„h Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
„h Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
„h Responds to citizensˇ¦ questions and comments in a courteous and timely manner;
„h Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
„h Performs other directly related duties consistent with the role and function of the classification.
