Under general administrative direction, provides assistance and support to the City Manager including administrative guidance, as assigned, of various departments and special projects to ensure they are align with the policies and goals of the City Manager; assisting in the preparation of the annual budget; assisting in the overall daily administration of operations.
This position provides effective, professional leadership to the city to meet the community’s current needs as well as planning for future growth. ESSENTIAL JOB DUTIES/RESPONSIBILITIES
The following duties are normal for this position. Other duties may be required, assigned and expected aside from those set forth below to address operational needs and changing operational practices.
 Provide assistance and support to the City Manager including administration of departments as assigned by the City Manager; acting as City Manager in City Manager’s absence; respond to and resolve public inquiries and complaints; providing special research and support to the City Manager
 Review and analyze legislation for impact on the City; work with legislators/lobbyist in regard to legislation affecting the City
 Assist in development of the annual budget to include setting/working towards long range goals for the City
JOB DESCRIPTION
 Serve as project manager on special projects including facilitation of project activities and resolution of problems as well as developing and submitting project reports to the City Manager
 Oversee the development of programs and activities to attract and retain businesses within the City; develop and negotiate business agreements within allowances of local and state law and administrative approval
 Maintain regular contact with the City Manager and Department Heads in order to remain informed of situations and issues
QUALIFICATIONS
Education and Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities required for this position would be:
Education/Training
Equivalent to as Bachelor’s degree from an accredited college or university with major
coursework in public administration, business administration or related field
Experience
Ten years of increasingly responsible administrative experience in a municipal government or
public sector management
Licenses or Certifications Required
Possession of a valid driver’s license from state of residence
The following generally describes the knowledge and abilities required in order to successfully perform the assigned duties of the position:
Knowledge of:
 Governmental Financial Operations including Municipal Budgeting
 All aspects of Council/Manager form of municipal government operations
 Federal, state and local laws, rules and regulations impacting local government operations
 Effective leadership methods and supervisory skills
 Office procedures, methods and equipment including computers and applicable software applications
Ability to:
 Provide responsible assistance to the City Manager
 Analyze problems, identify solutions, project consequences of proposed actions and implement recommendations in support of goals
 Communicate clearly and concisely, both orally and in writing
 Balance conflicting political goals and direction with an outcome of positive direction for the City
 Perform a wide variety of duties and responsibilities with accuracy and speed, often under time sensitive deadlines

Environment: Majority of time spent will be in a standard office setting, visits to outdoor
sites should be expected, travel to out of town training events, conferences,
