Position:  Manager                                                    Department:  Water Services

Classification:  Manager 3, Unclassified, Exempt   Salary Range:  $88,316.80---$118,664.002 annually

 

Job Summary:  Under administrative direction of the Mayor and City Council, the employee is responsible for the operation of two complex and heavily regulated public utility systems.  Responsible to ensure full compliance with all aspects of Federal Clean Water Act and Safe Drinking Water Act.  Responsible for establishing and attaining department goals and objectives.  Responsible for planning growth and development of physical systems to meet regulatory requirements, customer needs, fire protection, and community growth demands.  Accountable for system performance to Mayor, Council, customers and regulatory authorities such as ADEM & EPA. Responsible for all aspects of operations management and supervision and budget/financial control.  The water system operates a 13.5 mgd treatment plant and serves approximately 40,000 people.  The sewage system serves a population of approximately 20,000 people and all of the City’s industry and operates a 9.0 mgd advances wastewater treatment plant.  

 

Job Requirements include, but are not limited to the following:

 

Educational Requirements, Licenses, and Certifications – BS or MS degree in Sanitary Engineering or related field preferred.  Licensed Professional Engineer, State of Alabama preferred.  Valid driver’s license

with safe driving record. 

 

Work Experience and Related Job Knowledge – Eight to ten years experience in a related engineering position.  At least five years experience in public water/sewer utility management.  Comprehensive and detailed knowledge of State and Federal laws and regulations pertaining to the construction, ownership and operation of public water and sewerage systems.  Ability to operate water and wastewater treatment plants, public water distribution systems and sanitary sewerage systems.  Comprehensive knowledge of the principals and practice of sanitary engineering.  Knowledge of land development and construction contract law.  Ability to apply specific knowledge and engineering skills to creative and innovative planning and problem solving.  Ability to perform all job responsibilities with minimal oversight or supervision.  Knowledge and skills to develop and analyze accurate plans, budgets.  Knowledge of budgeting and financial management. Knowledge of preventative and corrective maintenance and balancing optimal maintenance level with costs.

 

 Communication, Interpersonal, and Supervisory Skills –Excellent verbal and written communication skills.  Ability to communicate effectively with the Mayor, the Council, employees, general public, landowners, developers, contractors, professional organizations, and a broad range of diverse individuals, etc.  Reading comprehension skills to interpret engineering plans and specifications, technical manuals, equipment, maintenance, and installation manuals, work orders, city policies, city ordinances, maps, blueprints, sketches, written instructions, and State and Federal rules and regulations.  Computer literate.  Strong supervisory and leadership skills.  Excellent interpersonal skills.  Strong organizational skills.   

 

Physical Requirements &General Abilities – Ability to perform all essential job functions.  Ability to see well enough to read written instructions.  Ability to hear well enough to understand normal conversation.  Ability to speak well enough to converse with staff and the general public.  Body movement or mobility to complete job duties.  Strength to lift and transport heavy supplies and equipment.
